Sad to say the only advice I've seen on this is to keep the cat away from whatever is stimulating the response. In this case it will have to be to keep him inside as much as you can. With a "sneaker outside" kitty this will be hard, but it is about the only answer I can find for you!
It sounds as if your cat has a case of redirected aggression. He feels threatened when he goes outside for some reason and takes it out on you.
