I'm sure you take him outside occasionally because you feel he likes or needs it. But in this case, the cons seem to be outweighing the pros. The fact that he becomes aggressive back at home shows it's really not a good idea for him to be outside. It will be hard for you at first, but your best bet is to turn him into a 100% indoor-only cat.

Another word of caution--because he is declawed, he has no way of defending himself against attacks from other cats. He really needs to stay inside.
