Cats can be jealous in a sense, but this doesn't sound like it is happening in your case. More than likely the cat who is affectionate with you feels bonded to you and the other cat for some reason feels more bonded to your husband. This cat is also probably just less affectionate in nature. When he does come to you for love, give it to him, but don't worry too much about him. If he were really jealous he'd probably show this by doing aggressive things like growing, hissing or even nipping or biting.
