Biting kitten

We got a kitten a couple of weeks ago. He's a domestic short hair, about 10 weeks. We rescued him from a shelter so his life before us is unknown. He's a sweet little guy, loves to be held and petted. One problem though....he's a biter, and he bites HARD, and usually breaks the skin. He seems to only do it when he's in play mode, but if you are sitting there watching TV or whatever, and you move your hard, he will bite. Also if I pick him up to remove him from something that he should be doing, he bites too. Someone told me to flick him in the nose, but doing that just makes it worse. He gets mad, with his ears back, and attacks harder. The water bottle hasnt worked either. If anyone has any advice, it would be greatly appreciated.
