My best suggestion is to make him an indoor cat. It may not be easy at first, but he will make the adjustment. The average lifespan of an indoor/outdoor cat is around two years while indoor only cats routinely live into their late teens or longer.

Even if your neighbors didn't feed him, he could find things to eat in garbage cans or mice. He's not likely to catch too many birds at night.
