Cat with MAGOR Behavior Problem!!!!

my sister has had her cat for over a year, he's 2 now, the problem is...he's absolutely INSANE! IF you pet him he'll be fine and love it, but after a while, he goes bananas and attacks you, then you leave him alone but he doesnt quit!! if you walk by him he'll attack your legs, arms hands feet anything! He was declawed before she got him and is solely a house cat, all he uses are his teeth, and OMG! I could understand if he was a kitten but hes full grown and neutered. He has his bad weeks and good weeks, behind it all, he really is a good cat, and i don't want her to get rid of him. Any advice???
