:The fact that her nipples are large is a good indication that she has had or is having a heat cycle, and if she's in heat and around an intact male there is no way she isn't pregnant.

:Something needs to be done about this situation immediately. This week. She needs to be spayed right away...again, this week! Steal her and have it done yourself if necessary, then say "surprise!" when you bring her back. Sorry if that offends anyone's sensibilities, but I'd rather that than let more kittens be born when it could have so easily been prevented. Ask your landlord if you can do it for him as a favor, anything. Whatever it takes. Tell him that raising kittens is a pain and that it's expensive and that the place will end up overun with cats. Anything to get some action taken right now!

I agree with you wholeheartedly. Cats keep having more and more babies while many of the ignorant people who "own" them keep taking their own sweet time to "get it"!
