I guess it's safe enough to admit in a message forum (and I do to anyone who knows me personally too) that I've scooped up an unaltered outdoor cat many a time, had them tested, vaccinated and fixed and re-homed them. Sometimes I'm unsure where they came from, although some are obviously being fed somewhere, but with a few I've known where the person is that claims to own them (despite the fact that by my definition they are perpetrators of neglect since their animal doesn't have what I consider basic care -- being altered).
Hey, they were on my property so.....they were strays. There is a leash law here too. And not one single person has ever come around asking if I'd seen their lost "pet". Not once....and one of those people live right next door--and it's happen twice with them. You don't even want to know the shape their poor dog was in. But the fact that they haven't even had their pet altered is by itself enough for me to assume they just don't care, and it's proven to me when they don't even seem to notice the cat/dog is gone.

Obviously, when the cats belong to a person's landlord things get a bit more sticky.
::If an eight month old unspayed female is around an un-neutered male, she will be pregnant VERY, VERY soon if not already. She is more than old enough to be bred.
::The fact that her nipples are large is a good indication that she has had or is having a heat cycle, and if she's in heat and around an intact male there is no way she isn't pregnant.
::Something needs to be done about this situation immediately. This week. She needs to be spayed right away...again, this week! Steal her and have it done yourself if necessary, then say "surprise!" when you bring her back. Sorry if that offends anyone's sensibilities, but I'd rather that than let more kittens be born when it could have so easily been prevented. Ask your landlord if you can do it for him as a favor, anything. Whatever it takes. Tell him that raising kittens is a pain and that it's expensive and that the place will end up overun with cats. Anything to get some action taken right now!

:I agree with you wholeheartedly. Cats keep having more and more babies while many of the ignorant people who "own" them keep taking their own sweet time to "get it"!
