The only other thing I can suggest is to contact a private investigator who could find out where this boarder lives now (for a fee). Then she could plaster that neighborhood with reward signs for the return of said kitty. I'll keep your friend in my thoughts and prayers.
Oh this is sad.
I can only recommend that your friend do a thorough search for her kitty around the neighborhood complete with flyers and reward offers. She may find out that the cat's disapearance had nothing to do do with the border moving out.
