Static electricity and mats

Hi there,
My Long-haired kitty cat Bob is getting all fluffy from static electricity everytime I comb him. Any suggestions? We get shocks when I pet him, to the point he doesn't want me to pet him for a while, LOL!
Also, which comb could be the best to get rid of mats? he has a couple under his armpits (where he is not usually willing to be combed, just like his belly). Any other suggestions from longhaired kitty owners on how to keep his fur in shape? He is really hairy right now that the weather is so cold.
