Wow. Are there children in the house? Not only because of the whole attacking the neck thing, but because people are going to have to be very careful and consistent in how your kitty is handled so this behavior can be avoided and not get worse. Sometimes children aren't able to not take this behavior personally and start to dislike the cat.
I'm going to say that it is some sort of stepped-up petting agression. Someone else might have more experience in dealing with this than I do. I'm sure you'll get good advice.
I would watch carefully the situations in the environment while he is being petted. Is there a window nearby? Anything making noise or other animals in the environment around him while he's being petted? Animals on TV? Try to see if there are contributing factors.
One thing that helps with my roomate's kitten who tends to bite when you pet him (but not "attack" as you describe) is to always leave him wanting more. I never pet him for very long at all, so it never gets to the point where he will bite. If he follows he gets another short pat, but nothing more and certainly no pat at all if he has that "look" in his eyes or if the tail is twitching.
Some cats have areas on the body that seem to trigger that sort of thing when petted. A clinic cat at the vet where I worked was perfectly affectionate as long as you never petted her below the head. Often the back and belly are not desirable areas to be touched in these cats.

:I adopted a 4 year old (very large) male cat from the local shelter. He was just neutored yesterday. 2x's in the past 2 weeks has has been sitting on my lap while I was petting him. He did not give any indication of being annoyed and all the sudden jumped at my "neck" and I had to physically get him "off" of me! When I stood up - he jumped back on the couch and tried to jump on me again!!!! What kind of "aggression" is this? I have heard of "petting agression" but this seemed like some sort of sexual agression. Anyone have this happen to them? This cat never bites or attacks any of us in the family at any other time - he loves to be petted.
