It is more likely what your vet has said, just an idiosyncracy. Perhaps you could log episodes of this behavior and see if they fall into some sort of pattern, after eating certain foods, at certain times of the day, after elimination, etc.

Normally neurological damage doesn't manifest itself in this way. Your vet has probably checked the cats for other signs of neurological problems - very often they can be spotted with a close eye exam.

It could also be that your cat has some sort of obsessive compulsive disorder which triggers this event rather than the more common hair-pulling. Keeping a log of this would probably be the most useful thing you could do now if you want to have things diagnosed further.
