Even with wearing the mask I will see particles of dust around my nose and mouth after I take it off. It's scary to think my cats and me been breathing that stuff for years! From what you wrote, I gather there are three conditions the litter must meet: dustfree, inexpensive, and acceptable to the cats. While there are a number of good brands that are clay-free, and therefore dustfree, they are not inexpensive. There are litters made out of paper, corncobs, wheat chaff, corn, sawdust, and probably much more. Feline pine, made from pine saw dust, is usually acceptable to cats, but it can get pricey if you need a lot. You might try using the pellets for a pellet stove, which are made of sawdust, are quite cheap, and react like Feline Pine.
