Oh my that is a problem and not a very easy one to solve. She is marking her territory would be my guess so that everything smells like her. Doesn't help you much though. Neither of your two options is very pleasant for her. A totally inside cat that suddenly is put outdoors would have a big adjustment and an 8 year old cat at the shelter that goes to the bathroom inappropriately doesn't stand much of a chance either. Talk to your vet about medicating her or perhaps talk to a behaviorist to see if there is something you can do to make her stop this. Perhaps sequestering her in a room (like a bathroom) with some toys and a litterbox for awhile to retrain her and using a anti spraying spray on the spots where she has gone will help. Good luck.
