Unless Oscar is seriously threatening or hurting Hershey you probably should just leave it alone and let it work itself out. Cats get "issues" going that are often incomprehensible to humans. Sometimes when you try to interfer with the whole domanance game, you can make things worse.

Try your best to provide some stimulating playtime with a cat wand or fishing pole type toy and maybe you can wear them out a bit!
