hello my name is matt,

my neighbours recently got a white kitten. They neglect it severly and are very mean to it. they toss it around and put it in there mail box as a punishment. I am 14. My parents say a cant call the humane socity because i will stir up trouble. WHAT CAN I DO!!!????
