A lot of cats tend to hide when guests are visiting. Many more cats hide when children are visiting, especially when they don't feel like playing! I wouldn't force the issue with Buford, it will only stress him out and cause him to be even more likely to pull the disappearing act when the girls are around.

I know it will probably disappoint your nieces, but he will be much more likely to learn to feel comfortable around them if no one follows him and tries to entice him out of his hiding places while they are there. He might start to feel like he gets stalked whenever they're around! ;-)

I think this could be a great opportunity to teach your nieces about how to care for and treat cats, not just during play. You can start to shape some excellent future cat owners by showing them how to recognize when kitties are nervous and how to interact with them and gradually earn trust. They can also "help" be responsible for Buford while they're visiting by feeding him when it's dinner time or cleaning up his toys, making him nice kitty beds, etc.

:I babysit my nieces every once in a while to try and give my SIL a break. I don't have any kids of my own so it's a nice change of pace sometimes. They looooove to come over and play with Buford, my tabby. Problem is, he doesn't always want to come out and play with them. Does anyone have a special trick for getting kitty to play? Buford will finally come out from his hiding spot when I start shaking the Pounce snack can. That one works every time!
