This is a strange one. For sure get him to the vet. I am thinking maybe he is peeing a lot due to the beginnings of some kidney problems and that maybe in digging around, the moisture is causing the litter to stick.

You might also want to consider changing the type of litter. If he grooms his paws with that kitty litter on them it might do some intestinal damage. Although clumping litter is wonderful, perhaps switching to the plain old basic would be best until you can figure out what is going on here.
