Another thing to try might be Feliway, although it is a long shot because Feliway is usually used for spraying and because you will have to use it so close to the box. Before you give up, try to retrain the cat to the box by isolating him in an area with the box and without the other cat. Try using a small room first, however, you may need to rent a large dog kennel for starters to get an areal small enough for just the litterbox, food and bedding. As the cat begins to use the box you can expand the area the cat is allowed to roam in. Finally, ask your vet about whether or not an antianxiety medication might help here and also ask if there is a good animal behaviorist he/she can recommend. Good luck!
For starters, try one more litterbox in another location kind of far away from the litterboxes you already have. Since all is clear on the medical front, this is a behavioral issue. Very often defecation without burying it is a way of showing domanance. Your Pixie Bob is in a sense "marking" the litterbox.
