You could try using the laundry room as a "retraining area" but allow the cat to leave when you are running the appliances. You might want to check out Feliway - it is expensive, but you only need a bit at a time. When my cat "baptized" my bathroom rug while I was away I soaked it in Nature's Miracle to remove the odor, laundered and dried it and then spritzed it with Feliway. I repeated the Feliway for a few days, and now spritz about once a week. The cat is back to the litterbox and has been very consistant about using it. The Feliway acts sort of as a calming agent. Check out the link below. Before you put the cat outside, please consider asking your vet to put her on Buspar or some other antianxiety medication. This works remarkably well with most cats and after the litterbox behavior is relearned the medication can be withdrawn. As far as cleaning the rug is concerned, there is a point where buying a new rug might be cheaper than constantly having to deodorize it. It's hard to determine that - you'll have to sit down and figure out what the exact expenses are to you. Although feces are easy to clean up, some residual odor remains. This may be why you are having some problems with her still.
I think perhaps the move might have triggered some of the undesirable litterbox habits. Has she had a RECENT vet check - since the move? If not that would be the first step.
