Both times I've had elderly night howlers, I have gotten up and found them, picked them up and loved on them for a minute and then put them back down. Both cats got very quiet then. If you allow the cat to sleep with you, bringing her onto your bed might help. Have you tried loving on her when she howls? Sleeping in the kitty litter can be a sign of kidney or urinary problems. Cats often stay in or near the litterbox if they feel they are going to have an "accident". If it has been six months since the vet check, I think you may need to go back and have another exam. Elderly kitties do deteriorate rather quickly.
Howling is very common in older cats. The causes can be either senility (she is lost and doesn't know where she is - and losing her sister may have confused her further) or deafness (cats who cannot hear try to figure out where they are by using the noise as a sort of sonar echo). She may be going deaf which along with the blindness confuses her.
