Actually Frank may be more of a factor here than your cat's physical problems. Somehow, you've got to get the girl kitty some privacy when she uses the litterbox. For sure you need two litterboxes. The best solution would be to have a separate room with a litterbox, bed and food for your girl that you could put her in for a while at night. I think after a while Frank might start to ignore her, especially if that is "her" litterbox.
