I don't know why your cat is pushing the water dish around - sometimes cats will "learn" a behavior that is strange just because it works to get their reward. You cat may have inadvertantly pushed the dish and then had a drink. From then on the cat might figure that the only way to get a drink is to push the dish first. On the other hand, it might just be your cat's idea of play or fun.

Anyhow, check out weighted dog dishes - they are made to keep big dogs from pushing them around and would probably stay in place no matter how much your cat tries to move it.
