Although any cat may do this, Bengals are known for their love of water, and are a bit more likely to splash and play than some other breeds of cat are. One of mine doesn't like to drink out of a bowl, so he splashes and sometimes laps up whatever has landed on the counter. The other just likes to move his dishes and splash. For him, it's just a game.
Here's what's helped me. Instead of keeping one bowl of water filled to the brim, I have several bowls and only fill each one about an inch high. That way it's harder for them to get the water out of the deep bowl. Also, I keep a few bowls on a bathroom countertop, which is OK to get wet. The others are on the floor, but on a placemat to help absorb some of the water. At least it keeps the carpet from getting soaked!
