Well, if I had some caked poop stuck anywhere on my person, someone telling me "No!" wouldn't stop me from trying to get it off me either. =) Seriously though, this isn't behavior-related, it's comfort-related. The fact that there is a streak left behind means he has a PHYSICAL reason to be scooting. My ideas:
This is a gross topic, but you first need to look at your cat's stool in the "streak" and in the litterbox to see if it's a normal consistency. It's possible this could be related to a bowel/digestive/diet issue. If it doesn't look normal (normal being formed, but not squishy or too dry, no blood or red color, no visible parasites, etc.), consult your vet and have them do a fecal exam to begin.
Or, is your cat a long/medium haired cat? Often they get stool stuck in their fur. I have a cat who needs to have a select area of his rear trimmed periodically with a mustache trimmer to keep him poo-free. (He's fluffy so it isn't visible.) He appreciates it becasue he's also my biggest neat-freak.
One other thought --- other than when there is stuck poo involved, the only other time I've seen cats scooting is when they have tapeworms. They can occasionally be itchy. Look for rice-like segments around the rear end or in the stool. Again, this would mean your vet needs to do a fecal exam to determine if tapes are present.
:For about the past two months my usually "neat-freak" cat has begun to sit on the couch, or more often my bed, after using the litter box and scoot across it using his two hind legs leaving a streak of caked poop. I'm obviously disgusted and shouting NO does nothing. Please help me understand why he does this, and correct his behavior!! FYI-there have been no major changes in my household at all.
