Then this is a dominance issue. Actually unless you feel that Daisy's life is at stake, you probably should let Bob do his thing. The reason is that if you try to alter Bob's natural tendancy to be dominant then you might make him more anxious and make the aggression worse. You could try the spray bottle, but don't let Bob see that you are using it. The spray of water has to come "out of the blue" or he'll associate it with you.
